I'm not sure I understand this 0% business... If the highest possible percentile is 99%, then shouldn't the lowest be 1%?

A rating of 0 should be included in the bottom 1%, no? Not necessarily, no. If someone gives a score of zero to 10% of the films they see, then it will be the fifth percentile. Why read criticism just to flatter one's own prejudices and tastes? I find it much more useful to read critics who's writing styles I enjoy and who's tastes I respect without necessarily having to agree with their opinions of individual films per se.
