I have no tier 7....

My film rankings are out of 20 (mostly I keep them above 10) but I noticed that I have no tier 7. It skips from tier 8 (films rated 15/20) to tier 6 (films rated 14/20)...

I think it's normal to skip a tier or two depending on your ratings. The formula doesn't force 10 tiers. There aren't always a group of ratings that fit between the two surrounding tiers.
