(scores above 70) (italics=5+ films. inc. shorts)

Lynne Ramsay
Apichatpong Weerasethakul
Wes Anderson
Masaaki Yuasa
Hirokazu Koreeda
Luca Guadagnino
Chan-wook Park
Kelly Reichardt
Semih Kaplanoglu
Andrea Arnold

(TV) Shinichirô Watanabe

pre - prolly still closer to my heart 8 years later. I'd add Sofia Coppola (if i'm adding her, i may as well add vincent gallo).

if you averaged only the top 3 films, these chaps would be in:

Shane Meadows
Satoshi Kon (inc. Paranoia Agent)
Ben Wheatley
Paul Thomas Anderson

Solondz and the Dardennes may have disowned their early features, but they still started well before 1994.

Thanks for the catch - with Solondz especially I have always believed that Welcome to the Dollhouse was his debut... edited above.

Removing shorts from the calculations...

1 Harmony Korine (90.00 / 5)
2 Oren Moverman (86.67 / 3)
3 Bruno Dumont (86.25 / 4)
3 Lukas Moodysson (86.25 / 4)
5 Whit Stillman (86.00 / 5)
6 Paul Thomas Anderson (85.63 / 8)
7 Kenneth Lonergan (85.00 /3)
8 James Gray (83.33 / 6)
9 Andrew Bujalski (81.67 / 6)
9 Adrienne Shelly (81.67 / 3)

Hon. mention to Ray McKinnon @ 85 / 3, which includes the 40-minute The Accountant (2001) which has more and better ideas than most features (and his score would be even higher if you were to include his television show Rectify).

I decided to start from 1995 instead so that it's a nice even 25 years.

1. John Lasseter - 89.33 (3)
2. Lee Unkrich - 87.40 (5)
3. Sam Mendes - 87.00 (3)
4. Christopher Nolan - 86.50 (6)
5. Pete Docter - 85.33 (3)

6. Andrew Stanton - 85.25 (4)
7. Bong Joon-Ho - 82.00 (3)
8. Phil Lord & Chris Miller - 80.33 (3)
9. Wes Anderson - 79.57 (7)
10= Sofia Coppola - 79.33 (3)
10= Rich Moore - 79.33 (3)

Animation seems to dominate the list, which surprised me.

Hon. Mentions to: Edgar Wright and Taika Waititi (who both barely didn't make the cut,) as well as Joss Whedon, if his TV work was included he would come in at #8 with an 80.83, but films only leave him pretty far out of the top 10.

Update June 2021:

I'm staying with the 25-year requirement, so moving the year of first feature film up to 1996.

1. Lee Unkrich - 87.4 (5)
2. Sam Mendes - 87.0 (3)
3. Andrew Stanton - 85.3 (4)
4. Pete Docter - 84.00 (4)
5. Christopher Nolan - 84.7 (7)

6. Denis Villeneuve - 83.0 (3)
7. Bong Joon-Ho - 82.0 (3)
8. Phil Lord & Chris Miller - 80.3 (3)
9. Wes Anderson - 79.6 (7)
10= Sofia Coppola - 79.3 (3)
10= Rich Moore - 79.3 (3)
