What is the name of this Chinese/Asian movie?

I remember seeing part of the movie on TV in the late 90s. There were two ninjas that kidnapped two people. They kidnapped them by tying them up and putting them in bags on their backs. I think they tortured them by cutting their fingers. There was one scene were they showed someone a piece of gold. I know this is a long shot for an ID, but does anyone recognize this?
