Old movie probably before 2000.

It's an old movie probably before 2000, because i remember seeing it as a child. The plot is about a man being chased by a monster/ghost without a nose. I remember one particular scene where the main character gets frustrated and decides to go alone in a boat hoping that the monster will find him. Then the monster appears in the boat.
I don't remember exactly why the monster was chasing the man but i think it was because the man had killed somebody and was cursed to be chased by this evil spirit.
