No, you're getting it confused; the 80s were the Golden Age of American action movies, ergo the golden age of one-liners. It didn't have much to do with Reagan directly, although the guy was a fan of the Rambo films.
I will forgo the "iconic" one-liners, and instead post the ones that my circle of friends use all the time.
"I lied!" - Commando "You're a funny guy, Sully" - Commando " Let off some steam, Bennett." - Commando "This Green Beret is going to kick your big ass!" - Commando "I eat Green Berets for breakfast." - Commando "Don't disturb my friend, he's dead tired." - Commando "Fuck you, asshole" - Commando "Fuck you, asshole" - Commando
"Kill me! I'm here! Come on! Do it now!" - Predator "Bunch of slack-jawed faggots around here." - Predator "God damned sexual Tyrannosaurus" - Predator "What's the matter? The CIA got you pushing too many pencils?" - Predator
"We will miss Angus tonight, we will miss his sword. " - The 13th Warrior "It's all right, little brother... there are more!" - The 13th Warrior "Is there a cave?" - The 13th Warrior "They have been... gnawed upon. " - The 13th Warrior

A few off the top, that I like. Passed over foreign films because quoting translations isn't quite the same.
