Help me figure out this movie!

So the scene I can remember takes place in a building that is open to a lake. A guy in a head contraption that forces you to shoot yourself and make it look like a suicide. There were two bad guys there that are there cranking the gun to his head and were there because the guy in the contraption did something to upset someone important or the government. But right before the guy pulls the trigger, someone from out on the lake snipes them, some reasons I think it was like Tom Cruise or something. Please help, all suggestions are appreciated even if it's more plot to the story so I can search further.
