New filter: Ratings range

This is a request to add a filter to show titles within a specific range of ratings. It should function like the "year" and "popularity" filters. The user would enter a minimum and maximum value to specify the range and the list displays titles within that range. For example, if I want to see only the titles I've rated with values in the range of 40 to 60 or 94 to 95, this filter would allow me to do that.
