Getting really close. It's a comedy, made in the early 90's, got terrible reviews. Very much like Addams Family, it's one of those over-the-top movies that might have been directed by (And was offered to) Tim Burton; it's for kids but has plenty of inappropriate moments and a serious subtext;

Sorry, my mistake. I hate these Post-Scream slashers so much, I just assumed "I Know..." was from the early 2000s.
