The two guys in the back look English to me. It appears to be some kind of fake government agency, maybe one that would deal with aliens or something like that. And it's made within the last 5 years. I'm going with The World's End, though I'm almost certain that's a wrong answer since people love that movie and wouldn't need a hint.
