Probably the closest Naruto games have gotten to being competitively deep, but even here it's pretty shallow and poorly designed. On the plus side, combos feel better developed and lack the rigidness of other games, while playing defensively has been improved as things like side-stepping feel useful now. On the negative side, offense feels neutered due to how the teleport system works, combos feel samey still, and the character design is questionable in terms of gameplay, especially Kisame.
