Possibly the best of the "walker" style city builders. This game offers strong strategic depth, a puzzle game by another name as you struggle to keep all your platers spinning. It can be highly frustrating, though, as one house surrounded by shrines and gardens complains about desirability, your palace is robbed despite double police coverage, and the timing of farming jacks up your fledgling city. And the early missions without roadblocks are a nightmare. Don't be dissuaded, it's a great game.
