Like basically everything the short-lived video game developer Quintet did for the SNES it is perfectly competent in terms of aesthetics and gameplay (albeit a bit sluggishly-paced in terms of the latter). But removing the "God mode" SimCity-esque elements from the first ActRaiser is kind of like giving us a second helping the nachos without the cheese. That was what made that game stand apart!
