A game that presents democracy in an interesting way. It's not about doing what you think is the right, justifiable thing to do. It's about doing what gets you the most votes, and what makes you the most popular, and also being aware of monetary limits. It's an accurate portrayal of what democracy is, even if the complexities of this are made superficial by the game. Otherwise, the game is a fun sandbox simulator - figuring out the right budgets and policy is satisfying.
