Captures DBZ's style perfectly but mechanically speaking this game blows. There's barely any movement and the concept of spacing, whiff punishes, and poking flat out doesn't exist. What this results in practically all levels of play is the opponent fishing for a hit to land a combo and, if the player has a good enough execution, a lot of boring charge cancel loops. There's a lot of content in this game to sink into, but there's a pretty good reason it never took off in the FGC.

Budokai 3 is the high point for DBZ fighting games. Featuring a incredibly large roster of characters. A fun and well put together single player campaign. And a large number of unlockables to put your time into.
