The game begins when the main character is asked to try out a new device of Professor Oak's that is used to talk to Pokémon. The player soon meets a wild Pikachu and befriends it. The player must earn the Pikachu's trust and eventually it will come and live in the player's house. There are three different activity days: Pikachu's Daring Days, Discovery Days, and Play Days. There isn't much replay value to be found here. Hey You Pikachu is still an adorable idea, and is executed surprisingly well considering the technology at the time of its release.

A life sim sandbox game that wears out its welcome pretty quickly. It wouldn't be so bad if Pikachu didn't just randomly decide to ignore you when it's vital for a mini-game. Aside from that, there's not much to actually do in the sandbox and what mini-games there are is pretty boring. The voice recognition is pretty humorous because Pikachu doesn't bat an eye when you insult him. So it's funny to cuss him out only for him to respond to you with a smile.
