Aside from being a basic drawing utility, Mario Paint allows the user to make custom stamps pixel-by-pixel. A user can make simple looping animations which can then be set to music created in the music generator. Mario Paint also contains a fly-swatting mini-game, Gnat Attack, which is a fast-paced action game that takes full advantage of the mouse peripheral. (Wikipedia)

My heart kind of wants to give this game like an 8 because of these faded but lingering quarter-century-old memories of making dorky little simplistic animations and tin-eared bleepy musical loops with friends while eating junk food in my little lamplit gaming room in my parents' house until 2am on Friday and Saturday nights back in '92, '93. But my brain kind of has to overrule my heart and point out how massively limited this game is. Doesn't mean I'm not fond of it though.
