The city itself is a bit weak but there are some fun quests. The endless sewer are fun enough, but basically pretty standard dungeon crawling. Having the assassins in the main game is fun but kind of silly.

Mournhold! City of light, city of magic! I liked this more than Bloodmoon, though most Morrowind fans seem to disagree with me. To be honest, I'm a sucker for "adventures in the big city" scenarios, and Tribunal delivers them in spades. Yeah the new areas are a bit small and the expansion is on the short side, but it's not like you can even buy it separately anymore. Gets the same score as the base game.
