Teenage Mutant Ninja Turtles IV: Turtles in Time
Players guide the turtles through a series of levels. The first takes place in the streets of New York City. Later levels transport the turtles to representations of various historical eras. In each level, players face enemies from both the 1987 cartoon and the feature film Teenage Mutant Ninja Turtles II: The Secret of the Ooze, including Foot Soldier and Stone Warriors. Bosses include the fly form of Baxter Stockman, Metalhead, Tokka and Rahzar and Leatherhead.

legendary, tantrums too lool. dont think we ever beat the cave level. feels so good to hit the bosses and the sound helps. too hard without save states and lmao there's a hard mode

After playing through the Cowabunga Collection it's solidified as not just the best Ninja Turtle game but one of the best beat 'em ups ever. Fantastic gameplay, an awesome soundtrack and endless nostalgia.

One of the most fluid, tightest beat'em ups ever made. The game boasts a wide variety of maneuvers which all feel good and are useful in some capacity with fantastic animation and visuals. While the enemy variety is a bit samey, there's so much variety in each level that the combat is never tiring and its brief enough it doesn't overstay it's welcome. Also, the soundtrack is killer!
